Tell her not to drive with her left foot on the pedal...lolll its funny but I have seen people do that....
Seriouly my rotors lasted 4 years or 110 000 km and I only used 2 sets of pads during that period of time. So the stock rotors are not junk.. they have warping issues but I got them resurfaced once and never got problems anymore...
I would check for proper sliding pins lubrication as this may cause misaligned caliper operation which may reduce rotor life... other than that you casn do nothing to adjust the front brakes... maybe the transfer valve which separates pressure front and rear is malfunctionning....
Check for proper rear brakes operation since if they dont work properly or at all all stopping power would come from the front... But even in that case, pads should always wear faster than the rotors since the pads material is softer...
Third option, drive less agressively, this will save your brakes, engine and whole car life...

BTW if you dont do the job yourself, try going to another mechanics place since it may be that ypur rotors are just fine but the mechanics wants to sell you new ones each time.....
